Hunter began several years ago under Richard G. (Rick) Hines. Hines spent the majority of his career in management with several of the largest defense contractors in America. Hines retired early but was immediately contacted by several contractors or their leadership to help with their business, contracting, subcontracting or business management efforts. He was viewed by these companies as a leader and expert in the proposal and contracting field as well as program and business management. Hunter was started.
Shortly after Hunter began, Anthony (Tony) Pennisi joined Hines to create a powerful partnership. Tony is another talented and extremely knowledgeable industry manager with the same background as Hines.
Together, Hines and Pennisi bring over 70 years of proposal development, contracting, program management, strategic forecasting, negotiation expertise, subcontract management, business development, functional operational support, cost analysis, Government regulatory expertise, business support and management leadership.
During their careers in the defense industry, they have been exposed to it all. Note that Hines and Pennisi have spent their careers not by advising contractors on what to do as many consulting groups do, but my doing it and making it happen. Hands on, they managed it and lived it.
During the course of the last few years, Hines and Pennisi have brought on a support team second to none. All Hunter consultants have a minimum 20 years experience in industry, not with it. And all have similar backgrounds to Hines and Pennisi. The Hunter consulting team is simply incredible. We win.
Since its beginning, Hunter has helped many Prime contractors prepare and submit winning proposal ranging in excess of $1B. In addition, they have helped many subcontractors submit fully compliant proposals in excess of $100M. We are proud of our success stories.
Rick Hines, President
Richard "Rick" Hines worked his entire career with 3 of the largest US defense contractors. Now with Hunter, Rick has supported proposal efforts with many of these same contractors and many others under the Hunter banner. These assignments include multiple prime contract submittals. In addition, he has worked with many subcontractors helping them prepare their Government compliant (FAR) proposals, advising on regulatory requirements, proposal management, elemental, cost development, structure, rationale, and working with their customers to satisfy the proposal technical and cost requirements and negotiations.
Rick holds a Bachelor of Science in Industrial Management. He is a Six Sigma Specialist.
Rick began his career as a Manufacturing, Tooling and Process Development Engineer in Pomona, CA with what was then the largest defense contractor in the world. During these years, Rick assumed the positions of Operations, Test Equipment, Quality and Spares Proposal Development Manager.
He moved to Tucson, Arizona in 1993 after a merger. During these years, Rick progressed into the positions of Metal Fab Center of Excellence Business Manager located in Dallas Texas. Rick returned to Tucson in 2000 as Manager of Supply Chain Business, Material Estimating and Subcontractor Cost Analyses. He is a Subject Matter Expert (SME) on the Federal Acquisition Regulation (FAR) as it applies to proposal estimating, cost price analysis and procurement.
Rick brings over 35 years of experience in the prime and subcontractor proposal development and proposal management, Operations (labor and Support), Engineering, Material, Quality, Tooling and Test Equipment Estimating. This includes all functional proposal areas. In addition, he has a deep understanding of program management, SCM subcontract (PO) placement, subcontract proposal development, subcontract award, regulatory/FAR compliance, business management, DOD negotiations, and subcontractor cost analyses.

Tony Pennisi, Vice President
Anthony “Tony” Pennisi recently retired from a major defense contractor. He brings over 35 years of experience in Finance, Estimating and Pricing, and Supplier Cost and Price Analysis,
During his service, Tony served as the Operations Manager of Strategic Affordability Analysis. In this role, he oversaw cost analyses of supplier proposals and was responsible to assure analyses as well as supplier proposals met Government customer requirements and compliance Prime and subcontractor regulations. He is a Subject Matter Expert (SME) on the Federal Acquisition Regulation (FAR) as it applies to proposal development and prime and subcontractor cost and price analysis.
Prior to retirement, Tony has worked closely with Senior Leadership and subcontractor management as well as Government Buying Commands, DCAA, and DCMA. He is also a SME on Government and subcontractor negotiations.
Tony holds a Bachelor of Science in Business Administration with a double minor in accounting and economics. He is a Six Sigma Specialist.
Evan W, LaRue, Consultant
Evan W. La Rue has worked for many US defense contractors from the actual building and assembly of the parts to managing the cost accounting, proposing, and cost/price analysis. He brings over 38 years’ experience in Finance, Estimating and Pricing, and Supplier Cost and Price Analysis. He has worked with many subcontractors helping them prepare their Government compliant (FAR) proposals, advising on regulatory requirements, proposal management, elemental, cost development, structure, rationale, and working with their customers to satisfy the
proposal technical and cost requirements.
Evan holds a Bachelor of Science in Industrial Management and a Master of Business Administration. He was a Captain in the United States Air Force with 122 actual combat missions flying a McDonald Douglas RF-4C. He has received the Distinguish Flying Cross, Air Medal with 9 Oak Leaf Clusters among many other awards.
Evan began his career working on the actual production line soldering printed circuit boards at the Motorola, Government Division in Phoenix, Arizona and progressed to mechanical assembly at Thompson Ramo Wooldridge (TRW) in California. He spent seven years in the USAF. He worked for Hughes Aircraft Company (HAC) in California and then moved to HAC in Tucson,
Arizona. In HAC, he started as a Business Program Administrator for the Integrated Logistics Support. HAC became Hughes Missile Systems and Evan assumed the positions of Operations,
Test Equipment, Quality and Spares Proposal Development. GD merged with Hughes Aircraft Company which later merged with Raytheon and this became Raytheon Missile Systems (RMS).
During these years, Evan progressed into the positions of ILS Proposal developer, Production Estimating, and Price/Cost Analysis. Evan retired and became a consultant. He has 13 years’
experience in Price/Cost Analysis.
